The hotel
A Soviet institute with a glass tower behind it.
The front of the hotel is the IMELI building, raised between 1934 and 1938 to designs by the Moscow architect Alexey Shchusev as the Tbilisi branch of the Marx-Engels-Lenin Institute. After independence the Parliament of Georgia sat in its amphitheatre from 1992 to 1995, and the country's first post-Soviet constitution was adopted there on 25 August 1995. Its stone front still faces Rustaveli Avenue.
Behind it rises a tower of glass, 32 floors high and joined to the old building by a glass walkway. The Biltmore opened with a grand celebration on 31 July 2016, run by Millennium & Copthorne. The amphitheatre now hosts conferences and dinners, and Xeme, on the 31st floor, looks over the whole city. There are more than 210 rooms, 37 of them suites, and a club lounge on the 22nd floor.
